SUMMARY:
In an attempt
to escape from the Griffin at super speed, Bart Allen loses control of
his powers. He's rescued by Cyborg, who is visiting Keystone City to
offer the former Titan some valuable advice. Bart is afraid to use his
exceptional powers in the wake of the recent Crisis, and it may be
fear itself that's making his use of the speed force unstable. With
this in mind, Bart seems prepared to finally follow Jay Garrick's own
advice. The only way to truly defeat the Griffin is to grant Keystone
City its rightful protector; Bart Allen must officially assume the
mantle of the Flash! The Griffin is outraged at being usurped as the
public's protector. Desperate to find a way to counteract the extreme
effects his erratic powers are having on his body, he kidnaps and
tortures Jay in an effort to determine what keeps him from aging at a
normal rate. Elsewhere, Valerie Perez finds herself held captive by
her deranged father, the energy being named Mota, and discovers that
he has employed an eerily familiar young speedster. Inertia, the
dangerous double cloned from Bart Allen himself, has returned!
