SUMMARY:  The Flash and Zatanna, on a mission to finally undo mental tampering that Barry Allen himself ordered years ago, track the Top to an abandoned toy factory. The man they find reveals why Barry brought his guilt over the incident to the grave with him; the Top is insane, incoherent, an unstable wreck of a man living in hopeless squalor. He lashes out, attempting to utilize his bizarre abilities in a struggle with the two heroes before they're able to subdue him, casting the magical spells that will at last restore the villain's mind and end his suffering. The moment the Top regains his sanity, however, he provides the Flash with a startling revelation concerning other Rogues. The line that separates the scarlet speedster's ranks of friends and foes may not be as well defined as he once thought and trouble looms on the horizon for Keystone City's criminal underworld. The Rogues are reeling from the unexpected death of Captain Boomerang while, elsewhere, the reformed Rogues continue to plan the downfall of their criminal counterparts.
