SUMMARY: Roscoe Dillon — the supervillain known as the Top —
was always one of Barry Allen's most crazed and dangerous foes,
returning from the dead again and again to threaten the Flash and all
that he held dear in terrifying new ways. Now, in the wake of Sue
Dibny's murder, Wally West has learned one of Barry's most shameful
secrets; Barry Allen and the Justice League tampered with the Top's mind
in an effort to rehabilitate him, altering his thoughts and personality
in a dangerous gamble to neutralize the threat he represented to the
Flash and the public at large. The experiment left Dillon more tortured
and maddened than ever before and Barry was never able to assuage his
guilt at having intentionally ruined a man's mind. A letter written by
the former Flash calls on Wally West to set things right, to find the
Top and to undo the damage that was done to him by well-intentioned but
misguided superheroes. Meanwhile, Batman and Nightwing discover a minor
clue regarding Linda's recent whereabouts, Ashley Zolomon emerges from
her coma, and Heatwave, the Pied
Piper, and other Rogues gone straight continue their preparations for a
secret strike on their villainous counterparts.
