SUMMARY: A bevy of the scarlet speedster's foes have escaped from Iron Height Penitentiary. The Top is the first of the Rogues to strike again, assaulting the mayor of Keystone City in an insane attempt to seize power. It seems that Roscoe Dillon has gained a dangerous new power during his incerceration, too. The maddened metahuman menace now possess the ability to distort the perceptions of others, leaving them off-balanced.
