SUMMARY: A veritable army of criminals and supervillains is overtaking Keystone City, led by the devilish Blacksmith and her new Rogues Gallery. Amazingly, it's union commissioner Keith Kenyon who turns the tide of the battle, leading legions of the city's hard-working men and women to defend their home.
