SUMMARY: Keystone City is being menaced by an infuriatingly mischievous new supervillain with a familiar bag of tricks. The crimes are the work of Axel Walker, a reckless young criminal who has chosen to adopt the weapons and the persona of the Trickster. The Flash and Rogue Profiler Hunter Zolomon learn firsthand that this new Trickster's high-tech gadgetry and his twisted personality are a dangerous combination. Walker is hoping to prove himself worthy to Blacksmith, the mysterious villainess who has labored to establish the Network, an underground market that supplies and aids some of the nation's most heinous supervillains. Not only have the sinister Blacksmith and her network of Rogues been controlling the criminal underworld of Keystone and Central City, they've been calculating the elimination of the Flash! Some of Wally West's closest friends have been brought down by instructions issued by Blacksmith. At the Keystone Police Department, Detective Fred Chyre comes to the startling realization that his partner, Detective Morillo, has been replaced with an evil duplicate from a mirror dimension. The replacement, the sadistic assassin known as Plunder, is working in conjunction with the Mirror Master for the Network. Blacksmith has plans for the twin cities, and with the help of the Rogues under her command she intends to see to it that neither the scarlet speedster nor the police are able to stand in her way.
