SUMMARY: The Cage Factory, a manufacturer of high-tech prison transport systems, is moving into Keystone City, and union commissioner Keith Kenyon isn't happy that the corporation's president refuses to align himself with the Local 242. In order to earn public approval, the Cage Factory plans to make its debut with an attention-grabbing publicity stunt sure to demonstrate the value of the company's services. A Cage Factory transport truck, the most advanced and secure of its kind, will deliver a recently captured Gorilla Grodd to the cell that awaits him at Iron Heights Penitentiary. When Kenyon informs Wally West that Grodd is in town he wastes no time in racing to join the foolhardy captors, but the Flash arrives too late. With some unexpected help from the Rogues who have been conspiring together, the half-drugged Gorilla Grodd has broken free from his restraints and sets out on a devastating rampage. The Flash has to work fast to save innocent lives and incapacitate the blood-thirsty Grodd. Despite this terrifying display of the mad gorilla's power, Gregory Wolfe still plans to try and keep Grodd locked away in Iron Heights, and the sadistic warden delights in sharing some other tragic news with the fastest man alive. The Pied Piper has been arrested for the murder of his parents, and he's ready to confess to the crime!
