SUMMARY: The Weather Wizard is bombarding downtown Keystone with wind, hail, and a super-tornado, and soon the object of his rampaging quest is made clear. Wally West isn't the father of Julie Jackam's superpowered toddler, Mark Mardon is! The Weather Wizard wants custody of his son, though he's not motivated by any sense of fatherly duty or care. A mysterious, unnamed figure with sinister plans has been training Mardon to better use the weather wand that provides him his unique powers, but the Weather Wizard craves an even greater control over the forces of nature.
