SUMMARY: The Flash finds himself playing the role of bodyguard once again, this time protecting independent presidential candidate C. Jacob Cartwright from one of his own best friends!  The Pied Piper is absolutely convinced Cartwright has been possessed by the reincarnated spirit of the Top, one of Barry Allen's old Rogues who has been dead for several years, and is taking radical measures to try and prove his point.  When the police begin a manhunt, Piper realizes that his jump to conclusions may be what does him in.  It is soon revealed to Piper that the Top has come back not as the presidential candidate himself but rather as Tom O'Neil, Cartwright's running mate.  Shortly after Cartwright wins the election the Top intends to murder the president using the Pied Piper's appearance and weapons to frame him for the assassination!
