SUMMARY: The Flash owes the federal government substantial
sums of money, and with his recent inheritance held-up in court he has
no way to pay his debts. Fortunately, the Internal Revenue Service has
need for the fleet-footed Wally West's unique talents and proposes an
agreement that will settle his accounts. The scarlet speedster will have
to work off his debts by becoming an operative of the IRS! Specifically,
the agency is interested in apprehending Miles Anton Cramer, an elusive
millionaire with unpaid taxes who is preparing to flee the country. The
fastest man alive tracks Cramer to a hotel hideaway only to discover how
fortuitous it is that the IRS sent a superhero to collect their funds.
Cramer and his three bodyguards simply aren't willing to pay their taxes
and, what's more, they each possess hellish demonic powers!
