SUMMARY: Wally West at last agrees to help his landlord, the man who recently delivered the powerless superhero an eviction notice, Middle Hampton City Council President Gilchrist. Gilchrist's daughter has been taken captive by Vandal Savage, although the immortal villain's ransom demands seem to be just another element in one of his typically complex ploys. With the help of Jerry McGee and new friend Mason Trollbridge, Wally sets out to track Savage. The search, which takes the three men on a tour through the shadows of a drug-ridden underworld still reeling from the effects of Velocity 9, eventually reveals the whereabouts of mobster Nick Bassaglia. The Flash's powers of super-speed return to him just in the nick of time, allowing the hero to barely avoid being killed by Bassaglia, although perhaps too late to allow him to evade Vandal Savage's latest death trap.
