SUMMARY:
Vandal Savage continues to supply desperate young men with Velocity 9,
a drug that allows them to attain speeds equal to the Flash's own and
leaves them so hopelessly addicted that they'll do anything the
immortal madman commands. What Savage commands is a calculated attack
on the home of Middle Hampton mobster Nick Bassaglia, a man who
directly opposes Savage's growing threat to the underworld drug trade.
Fortunately, Wally West is on hand at a party hosted by Bassaglia,
prepared to battle the high-speed criminals before they can do much
harm. The surprise attack serves only to further infuriate Bassaglia,
however, and the mob kingpin soon sends a battalion of his own
henchmen in retaliation. Wally barely has the time to consider
Bassaglia's offer of partnership, or his attractive female cohort's
devious advances, before he learns that Savage has taken control of
the situation and now has the means to dominate the city's organized
crime.
