"No, Wally. That's not how it is. I can't lay a glove on
these speedsters. They've got the muscle to squeeze me out — and flood
the streets with Velocity 9. Unless we work together." —Nick Bassaglia |

SUMMARY:
As domestic tensions continue to rise in the West household, the
police turn to Wally for assistance when faced with a series of
muggings committed at high speeds. A new drug known as Velocity 9 is
on the streets, turning its violent junkies into addicted speedsters.
The effects are devastating and no one knows who the mysterious
distributor supplying the drug to desperate yuppies is. That
distributor has made dangerous enemies, however, as the spread of
Velocity 9 is threatening the underworld trade of traditional drugs
and the crimes of its addicts are crippling those who make their money
from poisoning the streets. Wally West's Middle Hampton neighbor,
mobster Nick Bassaglia, is just such a man. During a party, Bassiaglia
proposes that he and the Flash, for their mutual benefit, join forces
to stop the spread of Velocity 9.
